The Office of Foreign Assets Control (OFAC) is a financial intelligence and enforcement agency of the U.S. Treasury Department. It administers and enforces economic and trade sanctions based on US foreign policy and national security goals against targeted foreign countries, terrorists, international narcotics traffickers, and those engaged in activities related to the proliferation of weapons of mass destruction. SDN
Specially Designated Nationals And Blocked Persons
OFAC's enforcement includes publishing a list known as "Specially Designated Nationals" (SDNs), which encompasses individuals and companies linked to, or acting on behalf of, targeted countries, as well as non-country-specific entities like terrorists and narcotics traffickers. Assets of these SDNs are frozen, and transactions with them by U.S. persons are largely forbidden, aiming to block their access to the U.S. financial system and restrict their economic activities. This stringent approach underscores OFAC's critical role in safeguarding the United States' national security and economic interests.

Foreign Sanctions Evaders List
OFAC's enforcement actions extend to listing foreign individuals and entities involved in violating U.S. sanctions against Syria and Iran, as per Executive Order 13608. This includes those attempting violations, conspiring, or causing violations, as well as entities that engage in or facilitate deceptive practices supporting sanctioned individuals. These parties are identified as "Foreign Sanctions Evaders" (FSEs), and any transactions with them by U.S. persons or within the U.S. are banned. While the FSE List is distinct from the SDN List, there can be overlap, with individuals and entities appearing on both lists.

Sectoral Sanctions Identifications List
OFAC maintains a list under Executive Order 13662, marking persons active in specific sectors of the Russian economy identified by the Treasury Secretary. The list includes directives detailing prohibitions on transactions with these identified individuals and entities. Known as the Sectoral Sanctions Identifications (SSI) List, it operates separately from the Specially Designated Nationals (SDN) List, though entities and individuals may be listed on both, highlighting their significance in economic sanctions efforts against Russia. This dual listing underscores the comprehensive nature of U.S. sanctions, targeting not only individuals and entities but also key sectors of the Russian economy.

Palestinian Legislative Council list
Under General License 4, issued in line with the Global Terrorism Sanctions Regulations, Terrorism Sanctions Regulations, and Foreign Terrorist Organizations Sanctions Regulations, U.S. financial institutions are allowed to reject transactions involving members of the Palestinian Legislative Council (PLC) elected under the Hamas party or any entity designated as a Foreign Terrorist Organization (FTO), Specially Designated Terrorist (SDT), or Specially Designated Global Terrorist (SDGT). This provision applies unless the individuals in question are specifically named on OFAC's Specially Designated Nationals and Blocked Persons (SDN) List.

When an FFI is subject to these restrictions, its details are added to the CAPTA List, which outlines the specific prohibitions or conditions applied. Non-SDN Menu-Based Sanctions List
The Department of the Treasury's Office of Foreign Assets Control (OFAC) provides a reference tool to identify individuals and entities under certain sanctions, detailed individually within this list. These sanctions, which are not full blocking measures, may include specific prohibitions like the non-blocking bans on providing certain goods or services, and blocking restrictions allowing for certain statutory exceptions, particularly in goods importation. This publication introduces the NS-MBS List, separate from the CAPTA List, which focuses on foreign financial institutions facing restrictions or conditions on their U.S. accounts. Full blocking sanctions are listed on the SDN List, which exclusively identifies those under comprehensive sanctions.
